English Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a recent poll of municipal councils, UK councils are preparing to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of properties to balance the books.

Growing Financial Pressures Drive Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of playing fields and open spaces to shore up their finances, but they argue they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and utilising savings to manage growing fiscal pressures.”

Detailed Cases of Planned Sales

One local authority in Kent said its asset disposal plan featured the sale of a retail complex in Rainham and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Broader Financial Pressures

This research of local authorities in the coalition, which includes several urban centers, also found that more than 70% of authorities will need to raise local levies next spring to address the growing cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these take time to deliver both better provisions and financial savings,” stated Vince Maple.

He added: “We face demographic pressures which will persist to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

Research of regional authorities this week also found council budgets being stretched by the growing number of children and adults needing special educational assistance.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by 2029, as they grapple to manage rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data underscores the scale of difficulties facing municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the real levels of disadvantage and need,” stated a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened care services in the last year, the study revealed.
